It was the third block in the List (after Units and Tap action), so the feature's own controls — and the MPG/fill-up figures that drive the Best Value ranking — sat below unrelated settings. The section (header, toggle, sliders, footer) is now the first thing in the List; Units and Tap action follow in their existing order, unchanged. The move is a pure reorder: no copy, no binding, no gating changed. The section still greys its controls out when Best Value is switched off, and the footer narrative is unchanged. Verified on the simulator: Settings opens with Fuel Savings -> Best Value -> Average fuel economy / 45 MPG, with Units and Tap action below.
